The BMW approved method for repairing that fender support is to use their blind rivet and adhesive system. You're going to pay way more for that stuff than if you just buy a mig welder and plug weld the new support. Also, there's two pieces of sheet metal that make up that fender support. The part you posted is the largest of the two.
