Yes, plenty of blame to go around it seems.

I have wondered for a while why this testing was done at the time it was done. Late night / overnight construction is common is South Florida. They could have closed the street at night to avoid major disruption and test with fewer potential consequences.

Of course, it now sounds like someone should have hit the brakes well before the test even happened. As awful as it was, it also sounds like it could have been even worse if it didn't collapse during the test and continued on as if nothing was wrong and opened to pedestrians. It sounds like it was destined to fail.
