Starting with little fuel, a car could create a big enough lead that could be tough to overcome. Then also, on tracks where passing is more difficult light load starts by weaker cars was the norm. Having the wrong fuel load when a safety car deployed could ruin one teams plans while catapulting a team that chose the correct amount. Refueling strategies added another dimension to the race...exciting and tough for the teams to predict or counter.
Doesnt that add luck in as a greater element and reduce a "level" playing field where the drivers skill is able to be more of a factor?
