Besides every kid being different, it also depends on where you reside... If you live in Manhattan or Los Angeles, I wouldn't give my child a two wheeled vehicle... Rural suburban neighborhoods? I ride so I don't see the harm... City ? No, absolutely not... It's not the rider themselves so much (although there are plenty of squids around) but it's the other drivers just not paying attention... I've been hit 3 times on the streets of LA and there's the countless more times I've avoided accidents by the skin of my teeth...
Sounds like he's responsible and has a good head on his shoulders... Making sure he's geared up at all times and is a responsible rider, I don't see the harm... Just as long as you aren't in a major metropolitan city - IMO... Not for a child...
