First time punishments for a first time rule will always be lenient, so the next time they will set down a more severe punishment so noone else does it.

It's always been a thing in F1, you do it once, you get a lenient slap on the wrist, and everyone else gets a warning that if they do it, it's going to be much worst.

It's going to be a fine, and then FIA will lay down the new rules for the next time someone breaches the budget cap.

It's all about loopholes and FIA finding out about it, filling that loophole, and teams continuing on finding new loopholes.
