your BMW FS letter is a standard issue for an ordered unit credit application to lock rates and residuals. When the order wasn't finalized with the approving deal it's required by law for that letter to be sent. It creates confusion, without knowing more it's probably nothing and not the sour grapes dealer seeking vengeance.
