When they were young my kids would love to catch the little lizards when we went to Florida. I lived there for some time and learned that lizards key in on movement. If one doesn’t move or moves very slowly it’s easy to get in range to grab em. My young kids got very adept at catching them that way. Therefore I don’t think a rubber snake would work for lizards, but I’m not an expert
I also have used rubber snakes on my lawn to keeps birds away from newly seeded spots. It does work well.
