I wouldn't call it a procedural issue, it says:
a) That what was presented to the Stewards was not "a significant and relevant new element....."
Basically what red bull was using as an argument as new information was not relevant.
It's like you crying to your mom about something that happened last year because you wanted her to re-consider telling you to take a bath.
