No. It is an automatic. Clutch operation and shifting are handled by electronics/hydraulics and require no involvement by the driver.
(I googled the VIN of a MINI 2023 MINI S I owned. The search came up with a bunch of specifications and one was the transmission type and it was listed as having an automatic transmission. The car was equipped with a dual clutch 7-speed sport transmission. All clutch work and shifting was automatic.)
Something is fishy about the car the OP is considering. Just another reason the OP should walk away.
