Don't need a GPS for that one. It's a few towns away from Chez Vreihen, under the I-84 bridge over the Delaware river. Access is through a cemetery in Port Jervis (NY), but I've never been there.
More interesting is the nearby High Point Monument, which marks the highest point in New Jersey and is visible from the above NJ/NY/PA marker (and NJ-23 is an awesome twisty driving road from the border up to the monument):
