without getting too into the details since I'm not an expert and I havent put in much time lately into this outside of what Ive seen and heard on ESPN and a few articles, the issue is the classification of the "Crime" and punishment.
NFLPA is arguing it is an equipment violation which is a small fine at most, where Goodell and the NFL is saying it is an "Integrity of the Game" violation which can carry a penalty of Goodells choosing.
Thats why it has been to the courts to decide.
