Yes, if the lights aren't on the EMT is just another vehicle and should be treated as any other road user (at least that's Australian Law).

But clearly what this guy's done is dangerous, and in most of the world stopping in the fast lane is illegal - so given it's not just some inconsiderate Mercedes driver he's being an asshat to, it's an EMT - I'm sure a traffic cop would be able to invent enough traffic charges to get this guy in front of a judge.

Someone else said it before - unless this EMT's just ran over the guy's dog - there's pretty much nothing that could've happened prior to this dashcam footage which justifies that behaviour.
