Brake job for 2000 528i - Did I get scammed?

I took my daughters 2000 528i to local shop to find out why one fr brake was squeaking when stopping. $675 dollars later the shop removed all 4 rotors and "deglazed" them. He told me he took them off and sanded with palm sander. He also replaced all 4 pads even though I know they had less than 20k miles. For this much money, I would have just replaced all the rotors and pads myself for less. To make it worse, please see an image of the rear pads he put on and charged me $95/axle for. They look old and used to me. Looks like he sanded them down and on the outside pad, he sanded them on the long edge. I took these photos about 2 weeks and 100 miles after he said he installed "new" pads. What do you think?? [Oh, btw, they still squeak]
